It is alleged that Gargawi's radicalization began in 2022, when he started consuming extremist content on social media, leading him to connect with various activists and supporters. The prosecution claims that Gargawi communicated with operatives in Syria and other countries to receive instructions on how to reach conflict zones and join the organization. The indictment details how the defendant received guidance on potential travel routes through Jordan or Turkey and considered joining combat zones in Yemen or Afghanistan.

Regarding local activities, it is alleged that Gargawi planned a mass-casualty attack at the Forum nightclub in Be'er Sheva, intending to detonate a car bomb and remotely activate explosive devices during business hours. Authorities suspect the defendant performed practical preparations, including downloading instructions on manufacturing explosives and attempting to produce flammable materials independently.

Beyond the terror plot, the indictment covers extensive weapons charges. The prosecution alleges that for several months, the defendant held various weapons for others, including MAG machine guns and Kalashnikov rifles, and even fired an M-16 assault rifle in an open area. The case was investigated by the Israel Police Central Unit in cooperation with the Shin Bet (ISA).

In a concurrent motion to remand the defendant until the end of proceedings, the prosecution emphasized the high danger posed by him, noting that he continued planning his actions despite repeated warnings from security agencies.
