According to the allegations, Issa sought to acquire technical knowledge by viewing tutorials, videos, and files on manufacturing weapons and the operational patterns of a lone-wolf attacker. The indictment details that the defendant carried out practical attempts to create an improvised explosive device (IED) by mixing incendiary materials, detonators, and fireworks, and attempted to concoct a mixture from other chemical substances. Furthermore, the defendant purchased a drone and supporting equipment enabling the attachment of an explosive device to the aircraft, and studied online tutorials on the subject to execute his plan.

The prosecution noted that after an unsuccessful experiment, the defendant destroyed the materials he had mixed. Simultaneously with the filing of the indictment, the prosecution submitted a request for detention until the end of proceedings. The motion emphasizes the high level of danger posed by the defendant, stemming from the advanced stage his plans had reached and the clear nationalist motive behind his actions. It was further noted that the defendant expressed hostile views toward the state. The defendant's trial will now proceed in the District Court, with these allegations currently pending judicial determination.
