The IDF Military Advocate General and military leadership finalized this week the dismissal process of Lt. Col. A., who served as the intelligence officer for the Gaza Division on October 7, 2023. The military’s announcement follows a prolonged period of complex legal and administrative proceedings. According to the IDF Spokesperson’s Unit, the head of the Manpower Directorate officially decided to terminate the officer’s service commitment, leading to his discharge. The decision was reached after an in-depth review of all considerations, including the opinion of the Deputy Chief of Staff, operational inquiry findings, and input from professionals regarding failures in his performance leading up to the Hamas attack. During the process, the officer was given the opportunity to present his arguments to an advisory committee, both in writing and orally.
The backdrop of the dismissal lies in the decision of the Chief of Staff, Lt. Gen. Herzi Halevi (noting the source citation for Chief of Staff, Eyal Zamir, while the text cites the IDF Chief of Staff generally), who determined last November that a number of senior commanders bear command responsibility for the events of October 7. This determination was based on the recommendations of the Turgeman Committee, which examined intelligence and functional failures within the IDF at the time of the attack. Over the past months, the officer attempted to block the move through legal channels. Lt. Col. A.’s petition against the dismissal procedure was rejected last June by the Administrative Court, which ruled that the service termination process was conducted legally and with full authority. The ruling noted that military authorities possess the power to initiate the termination of a soldier's service due to professional and command failures. Concurrently, the officer sought to prevent the publication of his identity, citing his background in military intelligence. Although the court authorized the publication of his name, the officer appealed for a stay of that decision, and thus his name remains redacted at this stage. It should be noted that the IDF clarified to the officer that he retains the right to submit an appeal of the decision to the Chief of Staff, who is the authority that established the command responsibility in his case.
This case is part of a broad-scale military effort to evaluate the performance of senior officials in the IDF and Military Intelligence during the period leading up to the disaster. Among the senior figures summoned for discussions on the matter are the head of the Intelligence Directorate, commanders of the Air and Naval forces, as well as division and brigade commanders present at the time of the attack. The current development marks the practical stage of the High Command’s decisions regarding the mid-level and senior officer ranks in the IDF following the operational failures identified.
